  From what I can read of it, it is largely a self-appointed position, but his fellow conspiracy theorists have accepted his credentials as valid. Apparently, he became an 'authority' by going to the places the meetings are to be held and hanging around outside the building. He's never been to one of the meetings, which I think would be necessary in order to be an 'authority', but hanging around outside the building is apparently good enough for some.
