Speak Out: So you like that Free Obamacare coverage under medicare?

Posted by We Regret To Inform U on Fri, Dec 20, 2013, at 9:44 PM:

Wait until you are 55 and die. This is Washington state so I don't know what other states will do this.

"If you're 55 or over, Medicaid can come back after you're dead and bill your estate for ordinary health-care expenses.

The way Prins saw it, that meant health insurance via Medicaid is hardly "free" for Washington residents 55 or older. It's a loan, one whose payback requirements aren't well advertised. And it penalizes people who, despite having a low income, have managed to keep a home or some savings they hope to pass to heirs, Prins said."

  • Are there two ways to look at it?

There's the folks that have worked and paid in and the ones that haven't.

  • Old John,

When I turned 65 and needed to know what was in store for us, the wife and I went to a seminar put on by some group, and they had a gubmint man there to help explain things.

Some genius asks the gubmint man how he is to see to it that his mother-in-laws assets are distributed to her children (including his wife of course) so that she could go on Medicaid. That got an interesting response including references to fraud and jail time and something that better have been done at least 5 years ago if he was to avoid either of the above referenced possibilities.

  • Wheels, One way of thinking: Say grandma worked along side grandpa in the fields, took care of the livestock and reared ten children. She is alone now and needs to leave the big empty house and move to town close to friends and in a safer place. Children are spread out but pool their time to visit and help her with her needs.

Problem is pride, her family has never taken charity or government handouts.

Now let's say eight of ten of the children have done very well and a low rent subsidized appartment is availble.

Should she gift the farm and her monies to the children in a way that allows her to qualify for the apartment or be stubborn and stay on the farm because an appartment at full expense would rob her children.

One may cite the taxes paid by ten productive children, or in another scenario cite ten dead beat children in the way it's lookd at.

    Does that make sense?

  • Regrets, You have used the terms Medicare in your thread title and Medicaid in your comment. They are two different animals.

Your comments sound like you think there is something wrong with collecting assets for payment due?

Medicaid is designed for those who are flat arse broke. Legal documents are signed stating income and assets are below a specific line.

As others have said, creative estate/ asset planning could be used to 'hide' assets. There are guidelines, if I recall correctly asset transfers have to be 5 years prior to Medicaid application (changed from 3 years decades ago) or the family has to pay the funds back to Medicaid. Also means the legal documents were fraudulent and criminal charges could/ should follow.

fyi This topic has nothing to do with Obamacare; these guidelines have been around for many decades.

Careful, your true conservative colors are showing. "If they are a giving I am a taking."

Regarding ignorance (as in uninformed), Regret is going to win the Ignorance Trophy this week.

So liberal honey bear... is there something wrong with collecting assets for payment due for the unemployment, welfare, EBT cards, Obamaphone cell charges, section 8 housing assistance, etc. and making them pay every dime back?

Curious you only pick on medicaid. Why not the rest?

  • Interesting that if one disagrees with you they are automatically a 'liberal' or 'left'. More ignorance. -- Posted by honey bear on Fri, Dec 20, 2013, at 6:40 PM

  • We Regret,

Seems you can not admit it when you are wrong. Read your title, then read the article.

The article does not offer 'new' information, Federal Medicaid asset and income guidelines have been around for decades.

The only change is that in Washington, they are allowing some who would not have previously qualified, qualify. In other words, allowing some with a higher threshold of assets and income temporarily qualify until both spouses are die.

'until both spouses die' That too has been part of the Federal guidelines for decades. Example, husband very sick, wife healthy... they spend their assets down on medical and final expenses, homestead temporarily exempt, hubby qualifies for Medicaid. When wifey dies, the house is sold and proceeds go to Medicaid. (Unless you live in a state and have chosen to get a real estate beneficiary deed. Then homestead proceeds would flow outside of probate, directly to the beneficiary. Just like life insurance and annuities.)

  • Dug, Who said I didn't think those benefits should not be recouped? I did not say that. Then again, I was comment on-topic.

Funny how you so called conservatives get your tightie whities wadded up when you think your relatives savings/ estate will be spent on their medical and nursing home bills rather than end up in your pocket. Go make your own dime, taxpayers do not want to pay for your folks medical care just so you can go to the casino with your inheritance.

    -- Posted by CSIP2016 on Sat, Dec 21, 2013, at 9:09 AM
  • I think it should all be repaid. Better yet - let's quit taxing people and then redistributing wealth. Wouldn't that be a better "scheme"?

Oops. Forgot. If you do that, you can't buy votes. Nevermind.

So called conservatives? What happened to your chastising Swamp for calling anyone who disagrees with you a name?

    -- Posted by not_sorry on Sat, Dec 21, 2013, at 9:14 AM
  • While it is reasonable for the state to try to recoup its losses, the fact that the new law makes it mandatory to carry coverage basically mandates that one put one's home up for coverage they otherwise might not have signed up to obtain.

    Old John,

I hear clearly what you are saying and I have some real reservations here.

I think in my own mind, the farm pays the bills until it is gone and the children help her to make the arrangements to do what is necessary after the asset runs dry. Maybe it is stupid to do that, but I cannot justify in my own mind, 10 or however many remaining children are left, reaping a reward, that if they have done well they do not need, at the expense of the taxpayer, but I know it is done constantly.

And maybe, when you come from meager beginnings, and there is not that much to divide up to begin with, it is easier to be.... not sure of the right word here because I don't think virtuous is the right one, you know what I mean anyway.

There definitely is no cookie cutter, one size fits all answer. I feel some of the laws passed have definitely helped some very poor people, finish out their last years with some kind of dignity, are abused by many and should not be used by everyone.

  • Medicaid basically exists for those who have no other means. If one has property, then one has means, in theory.

-- Posted by Shapley Hunter on Sat, Dec 21, 2013, at 9:29 AM
  • "Medicaid is designed for those who are flat arse broke. Legal documents are signed stating income and assets are below a specific line."

That one liner there, which if I used the word which is altered to fool the machinery put into place to kick out offensive language, would get me reported by one of your alter egos. But don't worry, you won't get reported.... you're special.

About a week ago on a parking lot, I saw a fairly new SUV. One of the Japanese makes. On the back right above the factory Series name and other special identification was a neat little rectangle that at first glance I thought was from the factory or dealership. It contained two words "FUBAR Edition". I thought what? Then it became apparent that it was added by the owner who was not getting his "pound of flesh" from the manufacturer and he was letting everybody know it.

Think that label may fit Obamacare to a "T".

  • Interesting story from the Wall Street Journal today:

    "Obama Repeals ObamaCare"

    http://online.wsj.com/news/articles/SB10001424052702304367204579270252042143502

Common - I expect a diatribe of accusations and rhetoric against Obama for delaying the implementation and cancelling Obamacare provisions. You know - he's doing the same thing republicans have been trying to do... now suddenly Obama's implementing the republican plan.

  • That is correct Rick read the wording in the post under the names in question same wording on terms used such as "on topic" and "off topic" same wording in the persons debate control type wording all of the same person. You don't agree with the persons debate you catch hell for it.

  • Rick

"Taxpayers without coverage next year will have to pay a penalty. The IRS has the ability to enforce it -- offsetting the penalty against current or future refunds -- but can't file a lien or levy to collect it"

That is going to be a big surprise to the uninformed. The reason they have the employers to collect taxes for them is most of the people wouldn't pay on their own. The Obamacare thing will end up being a employee withholding tax.
